CHOICES Transitional Housing Placement Plus (THP-Plus) program provides affordable housing and comprehensive supportive services for up to 24 months to help former foster care and probation youth ages 18 to 24 make a successful transition from out-of-home placements to independent living. The program is administered Covenant Community Services, Inc. in contract with the Kern County Department of Human Services (DHS). Statewide, THP-Plus is administered by the California Department of Social Services, which distributes THP-Plus funds to providers like Covenant.
Former Foster Youth Stats:
42% of our 50 participants are parents. (21/50)
(National stat: Forty-two percent (42%) of foster youth, including 60% of women, become parents
within 2.5-4 years after exiting care.)
Within 18 months of emancipation, 40-50% of former foster youth become homeless.
Nationally, 27% of the homeless population spent time in foster care.
70% of teens who emancipate from foster care report that they want to attend
college, but less than 50% complete their high school graduation and fewer than
10% of who graduate from high school enroll and college, and of those less than 1%
graduate from college.
Former foster youth are found to suffer from post-traumatic stress disorder (PTSD)
at 2 times the level of U.S. war veterans.
